The Chinese People's Political Consultative Conference (CPPCC) National Committee held a teleseminar in Beijing on Sept 18. Wang Huning, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and chairman of the CPPCC National Committee, presided over the seminar.

In his address, Wang stressed the need to advance the development of major inter-regional and inter-basin corridors as important strategic support for building a new development paradigm, promoting high-quality development, advancing integrated urban-rural development and regional coordinated development, and facilitating high-standard opening-up.

He also called for measures to promote the implementation of the plans and requirements of the fourth plenary session of the 20th CPC Central Committee and the 15th Five-Year Plan (2026-30), and to ensure that recommendations put forward by CPPCC members in performing their duties are more targeted and effective.

Noting that major inter-regional and inter-basin corridors have played a fundamental, pioneering, and strategic role in supporting national economic and social development and safeguarding national security, Wang said establishing a modernized infrastructure system is of great importance for the comprehensive building of a modern socialist country.

He urged CPPCC members to conduct thorough research on systematically planning and advancing the construction of major corridors, enhancing their safety resilience and comprehensive effectiveness, and addressing key challenges in their development.

CPPCC members should engage in surveys, inspections and public opinion gathering and offer proposals to reflect the situation and provide suggestions, he said. He called on scientists and entrepreneurs among CPPCC members to leverage their own positions and expertise to play a bigger role in advancing the construction of major corridors.

A dozen CPPCC National Committee members spoke either in person at the main conference site in Beijing or via video link from Heilongjiang, Zhejiang and Hubei provinces, Guangxi Zhuang autonomous region, and Xinjiang Uygur autonomous region.

They suggested focusing on the key tasks of constructing cross-regional and cross-basin major corridors during the 15th Five-Year Plan period, optimizing spatial layouts, strengthening guarantees for the use of resources such as land, sea and energy, and building strategic trunk corridors with high quality.

These include corridors along borders, coastlines, and rivers; those exiting Xinjiang and entering Xizang autonomous region; the New International Land-Sea Trade Corridor; and corridors crossing rivers, seas and bays.

It is necessary to improve cross-regional and cross-basin coordination mechanisms, advance closer alignment of laws and regulations, standards and rules, and push ahead with the planning and development of new-type infrastructure including networks, computing power and data resources, they pointed out.

They called for efforts to leverage key corridors to connect economic belts, city clusters and major industrial platforms, thereby enhancing the economic development of corridor-linked areas.

Vice-chairpersons of the CPPCC National Committee Hu Chunhua, Wang Yong, Zhou Qiang, Bater, Gao Yunlong and Wang Guangqian attended the meeting. Leading officials from the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the Ministry of Transport gave briefings on relevant work and conducted consultations and exchanges with CPPCC National Committee members.
