Qi Zhifeng, a member of the Chinese People's Political Consultative Conference based in Shaanxi province and president of Tianlong Auction, said the he believes that taking time to carry out in-depth research in fields that concern the public most is the foundation of drafting quality proposals.
Qi said although he works in the auction sector, as a CPPCC member he needs to be able to find solutions to key and hot issues in other sectors.
During his research on putting scientific achievements to use, he had been to four provinces and regions. And to draft proposals on rural vitalization, he had visited many villages in provinces including Shanxi, Henan and Shandong.
"I can often find new issues that are unexpected during such research trips. So it's important to see things with your own eyes, which is particularly crucial for CPPCC members because our advice can change people's lives and is key to China's development," Qi said.
As soon as the Spring Festival holiday was over, Qi started a round of research on Monday on building new farms in Shaanxi specializing in supplying agricultural products to the Hong Kong and Macao special administrative regions. He believed the new farms can significantly increase local farmers' incomes and boost the economy.
"During research trips, I've seen how people's lives have been improved because of the country's policies in rural vitalization. And as a member of the CPPCC, I also want to make contributions to make their lives even better," Qi said.
Since he became a member of the CPPCC in 2018, he has submitted 49 personal proposals and 11 jointly signed proposals in areas including the development of science and technology, poverty alleviation, social security, intellectual property protection and environmental protection.
Thanks to in-depth research, Qi's proposals often include detailed and practical solutions. During a research trip in rural areas, he noticed that villagers who suffer from major illnesses may easily fall back into poverty because health insurance cannot sufficiently cover their medical bills.
So he submitted a proposal on improving the healthcare insurance system to better support people with major illnesses in rural areas. In feedback from the proposal, the National Healthcare Security Administration said the issue is important in improving the healthcare insurance system and helping people in need.
Qi said it gives him great satisfaction in seeing his proposals becoming reality. "Members of the CPPCC bear great responsibilities, so I need to better listen to the people and draft better proposals in the future."
