The theoretical study group under the leading Party members group of the Chinese People’s Political Consultative Conference (CPPCC) National Committee held its fourth group study session of 2026 on Sept 20.

The session focused on discussing and exchanging views on implementing the guiding principles of the central conference on comprehensive law-based governance, advancing the development of socialist democracy and the rule of law, and developing whole-process people's democracy. 

Wang Huning, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, chairman of the CPPCC National Committee and secretary of the leading Party members group of the CPPCC National Committee, presided over the session and delivered a speech.

It was noted at the session that the CPPCC should focus on the Recommendations of the CPC Central Committee for Formulating the 15th Five-Year Plan for National Economic and Social Development, as well as the outline of the 15th Five-Year Plan (2026-2030). 

These documents specify tasks and plans for comprehensively advancing law-based governance. They also emphasize coordinating efforts to promote a scientific approach to legislation, strict law enforcement, impartial administration of justice, and the observance of law by all.

The participants at the session said that the CPPCC should organize its members to conduct surveys and research, participate in consultations and deliberations of State affairs, effectively report on social conditions and popular sentiment, and tell the story of China's law-based governance in the new era. These efforts aim to widely rally public support, build consensus, pool wisdom, and galvanize strength to comprehensively advance law-based governance.

It was stressed at the session that the CPPCC should adhere to a people-oriented approach in conducting consultations, and encourage and support its members in devoting themselves to frontline work, including rallying people, engaging in policy consultation, advancing consultative democracy, and participating in national governance. 

CPPCC members should offer suggestions on addressing livelihood issues that concern the grassroots public, strengthen their connection with people from their respective sectors, and advance the "Serving the People" initiative, it noted. 

Hu Chunhua, deputy secretary of the leading Party members group of the CPPCC National Committee, and Shen Yueyue, Wang Yong, Zhou Qiang, Bater, Mu Hong, Xian Hui and Jiang Xinzhi, all members of the leading Party members group, attended the meeting and exchanged opinions.
