Gao Yunlong, vice-chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), led a team of non-Communist Party of China (CPC) members of the CPPCC National Committee to Northeast China's Heilongjiang province from Aug 18 to 22. The survey focused on efforts to implement the employment-first strategy and establish mechanisms for integrated cross-regional employment and entrepreneurship.

The team visited industrial parks, cultural and tourism facilities, universities and innovation and entrepreneurship centers for university students to learn about efforts to stabilize employment, expand and improve the quality of jobs, support employment among key groups, strengthen vocational skills training, and promote cross-regional cooperation in employment and entrepreneurship. They also held discussions with local officials and residents and solicited their views and suggestions.

The team noted that Heilongjiang has leveraged its strengths in resources, ecology, scientific research, industries and location to boost economic development and employment. By fostering development-driven and entrepreneurship-led employment, the province has strengthened the foundation for employment, expanded opportunities for employment and entrepreneurship, and cultivated new sources of job growth, contributing to its high-quality revitalization and development.

The team stressed that employment is fundamental to people's well-being and closely linked to the vital interests of the people, sound economic and social development and long-term national stability. They called for putting employment higher on the development agenda, improving employment policies and mechanisms, and promoting both higher-quality and more adequate employment. The CPPCC should leverage its role as a specialized consultative body, offer policy recommendations on issues such as coordinated development across regions and addressing structural imbalances in employment, and contribute its expertise and insights to achieving high-quality and full employment.
