Shen Yueyue, vice-chairwoman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), led a team of CPPCC members to Fujian province from June 8 to 11 to supervise the handling of a key proposal on improving the community and home-based elderly care system.
Before the trip, the Committee on Population, Resources and Environment of the CPPCC National Committee held a meeting in Beijing. Gao Jie, the primary sponsor of the proposal, along with other members of the committee, shared insights into the background and recommendations of the proposal. Officials from the Ministry of Civil Affairs, the main agency responsible for handling the proposal, briefed the attendees on the progress of its implementation and its related work. In-depth consultations were also held with representatives of other relevant proposals' sponsors and officials from the Central Committee of the Jiusan Society.
During their stay in Fujian, the delegation visited Fuzhou, Zhangzhou and Xiamen. They inspected local sub-district community senior centers, rural care centers and nursing homes. Through extensive exchanges with grassroots residents, community staff and elderly care workers, the members gained a comprehensive understanding of the development of the community and home-based elderly care service system.
The members emphasized the need to fully implement the national strategy for actively responding to population aging. Efforts should be accelerated to build an eldercare service system that coordinates home, community and institutional care, and combines medical care with health and wellness care, they said.
According to the members, it is essential to vigorously develop community-supported home-based elderly care and community-level elderly care services. Focus should be placed on key groups such as seniors with physical or cognitive impairments by strengthening basic living supportand providing professional care services, as well as advancing the professionalization of elderly care personnel, they said.
Furthermore, they highlighted the importance of fully tapping into the human resources of the elderly, developing mutual-aid elderly care services, and strengthening the application of technologies in the sector.
