The 15th session of the Standing Committee of the 15th Central Committee of the China Association for Promoting Democracy (CAPD) was convened in Quanzhou, Fujian province, on June 10. Cai Dafeng, vice-chairman of the Standing Committee of the National People's Congress and chairman of the CAPD Central Committee, presided over the opening session and delivered a closing address.

Also in attendance were Zhu Yongxin, vice-chairman of the Chinese People’s Political Consultative Conference National Committee and executive vice-chairman of the CAPD Central Committee, as well as vice-chairpersons of the CAPD Central Committee Wang Gang, Pang Lijuan, Huang Zhen, Gao Youdong, Li Malin and He Zhimin.

Cai emphasized that the thematic education campaign on participating in State affairs for the public good and delivering tangible results for the people must integrate education, inspection and rectification. He urged the use of effective inspection and rectification based on a problem-oriented approach and sound, pragmatic institutional mechanisms to ensure the outcomes of the thematic education are reflected throughout the entire process of self-development.

Cai stressed the need to guide the advancement of major tasks of the year through the thematic education campaign, deepen the understanding of the social responsibilities of a political party and the significance of social services, and continuously enhance the capacity for social service.

It is imperative to grasp the significance of full and rigorous party self-governance in the new era, complete the leadership transition of local organizations on schedule, carry out political party consultation and other tasks with high quality, and strengthen capacity building within the party, he said.

The meeting heard the CAPD Central Committee's work report for the first half of 2026, circulated reports on disciplinary and legal violations involving CAPD members in 2025, announced the members of the leading group overseeing provincial-level organization leadership transitions and distributed a written report on the CAPD Central Committee's democratic oversight regarding ecological protection and high-quality development in the Yellow River Basin.
