The Committee on Proposals of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) held a consultation meeting on June 5 that focused on cultivating and strengthening leading sci-tech enterprises.

Yang Zhen, vice-chairman of the CPPCC National Committee and executive vice-chairman of the Central Committee of the Chinese Peasants and Workers Democratic Party, presided over the meeting and delivered a speech.

At the meeting, several CPPCC National Committee members gave speeches and exchanged views. They emphasized the need to fully implement the relevant decisions and instructions of the CPC Central Committee concerning scientific and technological innovation, raise political awareness and uphold problem-oriented approaches while conducting in-depth research on issues concerning the development of new quality productive forces and the cultivation of leading sci-tech enterprises, so as to offer well-considered suggestions.

The members proposed that enterprises' principal role in innovation be further strengthened, giving full play to leading enterprises in identifying major sci-tech challenges, tackling them, and evaluating outcomes, so as to enhance the source of original innovation. They called for continuous improvement of industry-university-research collaborative innovation mechanisms and optimization of assessment and incentive measures. Greater weight should be given to indicators such as breakthroughs in core technologies and commercialization of research results, and an inclusive and prudential regulatory system should be established, to foster an enabling environment for top sci-tech talent to pursue innovation, they said.

In addition, stronger policy guidance and services are needed, including improved intellectual property protection in emerging fields and reduced costs for enterprises in defending their rights, so as to prevent involution and homogeneous competition, foster a stable, transparent, and predictable innovation ecosystem, and bolster the confidence of leading enterprises in innovation-driven development, the members said.

Officials from departments of the National Development and Reform Commission and the Ministry of Science and Technology briefed the members on related work and responded to their concerns. Both sides had in-depth consultations and discussions on topics including the international expansion of enterprises and the improvement of evaluation systems.

Also attending were Liu Jiayi, chairman of the Committee on Proposals of the CPPCC National Committee, Su Guiguang, resident vice-chairman of the committee, as well as some specially invited figures and representatives of CPPCC members who submitted relevant proposals.
