CPPCC surveys Hainan on optimizing business environment for innovative foreign-invested SMEs

Jiang Zuojun, vice-chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and chairman of the Central Committee of the China Zhi Gong Party, led a team of non-Communist CPPCC National Committee members to survey Hainan province from April 7 to 10. The survey focused on optimizing the business environment for innovative foreign-invested small and medium-sized enterprises (SMEs).

The team visited many places in the cities of Haikou and Qionghai, including the Haikou National High-tech Industrial Development Zone, the Haikou Comprehensive Bonded Zone, the Haikou Fullsing International Offshore Innovation and Entrepreneurship Base, the Boao Lecheng International Medical Tourism Pilot Zone, Shiny-Day Group, and Hainan Dun & Bradstreet Data Technology Co Ltd.

They held in-depth, face-to-face exchanges with representatives from local government departments and enterprises, convened a symposium to gain a detailed understanding of local measures to implement the policies on optimizing the business environment for innovative foreign-invested SMEs, and listened to opinions and suggestions. During the visit, the team also conducted a study and research session at the Hainan Women and Children's Medical Center. In Qionghai, they also engaged in a duty performance activity by organizing a special lecture on etiological prevention and treatment of chronic metabolic diseases.

The team noted that Hainan has seized the opportunity of building a free trade port and attached great importance to optimizing the business environment. This has led to continuous improvements in the policy and institutional system, enhanced efficiency of government services, strengthened legal safeguards and accelerated gathering of innovation factors. It is essential to summarize the effective practices and experiences in building the Hainan Free Trade Port and to focus on the needs of innovative foreign-invested SMEs to continuously optimize the business environment, so as to contribute to Hainan's efforts to attract foreign investment, nurture and strengthen innovative SMEs and develop new quality productive forces.

The team emphasized the need to leverage the strengths and role of the CPPCC to put forward targeted, practical suggestions on creating a first-class business environment and supporting the construction of the Hainan Free Trade Port, so as to jointly serve the high-quality economic and social development during the 15th Five-Year Plan period (2026-30).

The survey and symposium were attended by He Ping, chairman of the Committee on Foreign Affairs of the CPPCC National Committee, and Zhang Bojun and Li Jiaming, vice-chairpersons of the committee. Relevant local leading officials also attended.
