CPPCC members discuss building a new power system

The 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC) held its 42nd biweekly consultation meeting in Beijing on April 8, focusing on building a new power system.

Wang Huning, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and chairman of the CPPCC National Committee, presided over the meeting.

Wang noted that since the 18th CPC National Congress in 2012, the CPC Central Committee has put forward a new energy security strategy from the strategic perspective of national development and security, accelerating the building of a new power system centered on new energy to provide strong support for building China into an energy sector and sustaining economic and social development.

He stressed that energy security is of fundamental and strategic significance for the country's overall development. The CPPCC should focus on key areas in the building of a new power system, including advancing energy self-reliance amid evolving trends in the global energy landscape, improving the security and resilience of the new power system in line with the characteristics of new energy supply and consumption, fostering new business models, and promoting the development of a unified national electricity market.

Wang called on CPPCC members to conduct in-depth research on these issues through inspections and surveys, and to put forward suggestions through proposals and reports on social conditions and public opinion. He also urged scientists and entrepreneurs among CPPCC members to leverage their expertise and play a greater role in this process.

Twelve members of the CPPCC National Committee spoke at the meeting, calling for high-quality planning of energy and power development under the 15th Five-Year Plan (2026-30). They also urged progress in building a unified national electricity market, expanding market products and functions, refining pricing mechanisms, and fostering a fair, transparent, and predictable market environment.

They emphasized the need to strengthen technological innovation, address key technological bottlenecks in the new power system, deepen the application of artificial intelligence, and drive the digital and intelligent upgrading of the power industry. They also underscored improving risk prevention and emergency response systems to enhance the resilience of the new power system.

CPPCC National Committee vice-chairpersons Shen Yueyue, Shao Hong, Gao Yunlong, Mu Hong, Wang Dongfeng, Jiang Xinzhi, Wang Guangqian and Yang Zhen attended the meeting. Senior officials from the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the National Energy Administration provided briefings and engaged in discussions with CPPCC members.
