He Baoxiang, vice-chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), led a team to survey Shandong province from March 16 to 20. The survey focused on strengthening the cultivation and management of social organizations.
The team visited the cities of Zibo, Jinan, and Dezhou to survey social organization registration and administration authorities, incubation service platforms, industry associations, chambers of commerce and grassroots communities. They had in-depth exchanges with representatives from government departments at various levels, social organizations and grassroots communities, where they gained a detailed understanding of the cultivation and development of various types of social organizations in Shandong, as well as the difficulties and problems they face in policy support and team building.
The team noted that it is essential to closely align with the arrangements made in the outline of the 15th Five-Year Plan (2026-30) and improve the cultivation and empowerment system, to stimulate the endogenous development momentum of social organizations. It is necessary to innovate supervision and governance models and enhance the effectiveness of comprehensive oversight by improving exit mechanism, implementing classified supervision and promoting smart regulation, they said.
According to the team members, efforts should be made to build a strong, professional team. Social organizations were encouraged to enhance global reach with high-quality services, so as to support the national strategy of opening-up, assist in the internationalization of enterprises, and tell China's story in a well-coordinated way, thereby forming an international development path for social organizations with Chinese characteristics.
The CPPCC should give full play to its role and contribute wisdom and strength to advance the high-quality development of social organizations and modernization of social governance, the team members said.
Those taking part in the survey included Wang Ercheng and Jiang Guangping, vice-chairmen of the Committee on Social and Legal Affairs of the CPPCC National Committee, Sun Jiye, a member of the Standing Committee of the CPPCC National Committee, and CPPCC National Committee members Tang Tao, Zhang Laiming, Lu Guoqiang, Kong Weike, Long Mo, Cheng Ping, Li Lianxiang and Huang Baorong. Ge Huijun, chairwoman of the CPPCC Shandong Provincial Committee, participated in the survey activities in Jinan.
