Throughout 2025, the Committee on Proposals of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) has deepened the integration of proposal work with political consultation, surveys and inspections, aiming to better leverage the role of proposals in advancing Chinese modernization.
Through a series of initiatives, including consultation sessions and briefings on such topics as developing the silver economy, supporting the development of philanthropy and charitable causes, advancing the development of the digital economy, improving the national standard system, and strengthening service and support for veterans, the Committee on Proposals made forward-looking and targeted recommendations, providing impetus for the high-quality development of related work.
In 2025, the Committee on Proposals organized nine inspections and surveys focusing on themes such as optimizing the mechanisms for ecological conservation and high-quality development in the Yellow River Basin and integrating consultative democracy throughout the entire proposal work. These efforts resulted in the production of 24 research reports and CPPCC information briefs. A total of 76 key proposals were selected, and coordinated efforts were made to oversee the handling of both key and non-key proposals, thereby contributing to more democratic and scientific decision-making.
Democratic supervision has been deepened over the past year. For the fifth consecutive year, democratic supervision was carried out on the implementation of policies and measures for supporting veterans. Over these five years, a total of 25 recommendations have been put forward and three research reports have been produced. Relevant content from these efforts has been incorporated into multiple regulatory documents, including China's 14th Five-Year Plan (2021-25) for veteran services and support.
Meanwhile, the Committee on Proposals has continuously expanded its reach to foster solidarity and enhance consensus, effectively fulfilling the CPPCC's role as an organization of the Chinese people's patriotic united front. It precisely addressed political parties' needs for proposal work by convening related briefing sessions and thematic symposiums, and organized committee members to visit the central committees of various political parties. Committee members also visited proposal-handling departments such as the Ministry of Education and the Ministry of Veterans Affairs and participated in "face-to-face" forums organized by ministries including the Ministry of Industry and Information Technology and the Ministry of Transport, thereby deepening communication between proposal initiators and handling departments.
In August 2025, the Standing Committee of the 14th CPPCC National Committee reviewed and adopted the revised proposal work regulations at its 13th session. Guided by these regulations, the Committee on Proposals strengthened institutional integration, improved the entire process workflow for proposal submission, review, referral, supervision, feedback, and outcome transformation, and clarified the functional positioning of key proposals, excellent proposals, and annual outstanding proposals. Efforts to consolidate similar proposals were intensified to reduce the pressure of split assignments and multi-department handling. The entire process, including proposal submission and review, was fully digitalized for online handling, improving digital and intelligent work capabilities.
In terms of outcome translation, opinions and suggestions from proposals submitted during the third session of the 14th CPPCC National Committee regarding the formulation of the 15th Five-Year Plan (2026-30) were reported, with over 20 being translated into featured articles. Efforts to institutionally transform high-quality proposals into information on social conditions and public opinion were advanced, with 450 pieces of information submitted in 2025.
The dissemination of proposals was intensified through the publication of selected proposal summaries and in-depth stories behind them. A book on selected proposals from the 14th CPPCC National Committee and responses thereto was published, vividly narrating the stories of the CPPCC and its proposals in the new era.
