On Jan 26, the Ministry of Education (MOE) gathered some deputies to the 14th National People's Congress (NPC) and members of the 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC) to discuss advancing the nation's educational goals. Minister of Education Huai Jinpeng attended the meeting and delivered a speech.
During the meeting, CPPCC National Committee members Zhu Songchun, Shi Yigong, Wang Yaping, Liao Changyong and Ming Dong, along with five NPC deputies, delivered speeches. They affirmed the MOE's work in handling proposals and suggestions and spoke highly of the progress in building China into a powerful country in education. They also put forward opinions and suggestions on various topics, including deepening reforms in higher education evaluation, fostering physician-scientists in the new era, strengthening the development of a cultivation system for brain-computer interface professionals, empowering educational development with artificial intelligence, systematically promoting science education in primary and secondary schools, and enhancing ideological and political education through role models.
Huai pointed out that the MOE has consistently and voluntarily accepted oversight by the NPC in accordance with the law, as well as democratic oversight by the CPPCC National Committee. The MOE highly values the opinions and suggestions from NPC deputies and CPPCC National Committee members, employing various methods to strengthen regular communication with them, he noted.
Huai stated that the MOE regards the handling of suggestions and proposals as an important channel for widely listening to public opinion and developing education that meets the people's expectations. As a result, this has enabled the MOE to promote scientific, democratic, and law-based decision-making and to advance educational reform and development, he added.
In 2025, NPC deputies and CPPCC National Committee members put forward over 2,700 suggestions and proposals related to education. These reflect their deep concern and strong support for the education sector and embody the great trust and high expectations of the people for improving education. Upon receiving these suggestions and proposals, the MOE conducted research, handled them earnestly, and provided timely and responsible replies. This has contributed to solid strides in strengthening education and to the successful conclusion of the 14th Five-Year Plan (2021-25) period.
The MOE handled a total of 2,721 suggestions and proposals from the annual NPC and CPPCC National Committee sessions in 2025, and it took the lead in handling 1,326 of them. Under the effective guidance of the NPC and the CPPCC National Committee, the MOE demonstrated strong political commitment, enhanced organizational coordination, and improved communication and liaison efforts, resulting in more pragmatic and efficient handling procedures and more in-depth and flexible exchanges, which has seen more proposals and suggestions effectively translated into diverse tangible outcomes. All the suggestions and proposals assigned to the MOE were handled and completed on schedule, maintaining a 100 percent rate in completion, communication, and satisfaction for communication.
