Hu Chunhua, vice-chairperson of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), led a team from the Committee on Agriculture and Rural Areas of the CPPCC National Committee to visit Southwest China's Yunnan province from Jan 21 to 25. The team carried out an inspection on efforts to establish a regular mechanism for preventing large-scale relapses into and new occurrences of poverty.
Dehong Dai and Jingpo autonomous prefecture and Baoshan city in Yunnan are home to ethnic groups such as the Dai, Jingpo, Achang, Lisu, De'ang, Yi, Bai and Blang, with approximately 530,000 people lifted out of poverty. The inspection team visited over 10 ethnic villages across 9 townships in counties and cities including Mangshi, Ruili, Longchuan, Lianghe, Tengchong, and Longling. They engaged in face-to-face discussions with grassroots officials and residents who had exited poverty, gaining deep insights into local living conditions, the development of poverty alleviation industries, and efforts to establish a regular mechanism for preventing large-scale relapses into and new occurrences of poverty.
Yunnan has prioritized consolidating and expanding the achievements in poverty alleviation, and improved systems for dynamic monitoring, targeted assistance, and risk elimination. By developing industries and increasing employment to boost incomes, continuously increasing investment, and strengthening policy support, the province has upheld the bottom line of preventing large-scale lapses or relapses into poverty, achieving significant progress in the economic and social development of areas that have shaken off poverty.
Emphasizing that 2026 marks the first year of conducting regularized assistance to low-income rural residents and less-developed areas, the inspection team noted the essential need to fully implement the plans from the Central Economic Work Conference and the Central Rural Work Conference. The team urged CPPCC members to focus on advancing Chinese modernization, build broad consensus on establishing a coordinated, regular mechanism for preventing a return to poverty and new onset of poverty, and actively contribute ideas and suggestions. The team said that CPPCC members should carry out the "serving the people" initiative at areas that have emerged from poverty, and unite hearts, minds, consensus, wisdom, and strength to accelerate the modernization of agriculture and rural areas.
