CPPCC National Committee announces outstanding proposals of 2025

According to the Committee on Proposals of the Chinese People's Political Consultative Conference (CPPCC) National Committee, a total of 100 proposals have been selected as the outstanding proposals of 2025, including one on accelerating the standard institutional opening-up.

The annual selection of excellent proposals is based on the regulations on proposal work of the CPPCC National Committee, with around two percent of the total number of proposals put on record annually making it onto the final list.

The Committee on Proposals took into consideration recommendations from proposal-handling units and the quality of the proposals. Following deliberation and review at the committee's chairperson's meeting and plenary meeting, 100 proposals were selected as the outstanding proposals of 2025.

The 100 selected proposals are closely aligned with the central work of the Communist Party of China and the country, playing a positive role in fully accomplishing the 14th Five-Year Plan (2021-25), researching and formulating the 15th Five-Year Plan (2026-30), and promoting high-quality economic and social development.

Among them, 32 were collective proposals submitted by the central committees of non-Communist parties, the All-China Federation of Industry and Commerce, relevant people's organizations, and participating groups and special committees of the CPPCC National Committee, accounting for 32 percent of the total. Sixty-eight proposals were submitted by individual CPPCC members from 34 participating groups, making up 68 percent of the total. Forty-six of the outstanding proposals, or 46 percent of the total, were chosen as key proposals of the year for 2025 by the CPPCC National Committee.
