The National Committee of the Chinese People's Political Consultative Conference (CPPCC) held a teleseminar in Beijing on Dec 19 to explore strategies for building a first-class international business environment that is market-oriented and law-based.
Wang Huning, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and chairman of the CPPCC National Committee, presided over the meeting.
Wang said that since the 18th CPC National Congress in 2012, the CPC Central Committee has committed to deepening the reform of the economic system and made important arrangements on building a first-class international business environment that is market-oriented and law-based, upholding the principle that the market plays the decisive role in resource allocation while the government better plays its role.
The CPPCC should thoroughly implement the central leadership's instructions in this regard and proactively engage in research, consultation and deliberations, thereby contributing wisdom and strength to building such a favorable business environment, he said.
Wang underscored the importance of fostering such a business environment in establishing a well-developed socialist market economic system, promoting high-level opening-up, building a new development paradigm, and pushing forward high-quality development.
Wang called on CPPCC members to conduct research on issues including developing new quality productive forces, building a thriving domestic market, regulating the government's actions in a law-based manner, and fostering new advantages in the business environment under high-level opening-up. Based on these efforts, CPPCC members should report public opinions and put forward corresponding proposals, according to Wang.
Wang urged CPPCC members to promote the great achievements related to improving the business environment made in the 14th Five-Year Plan (2021-25) period, highlighting the positive prospects of China's economic development. Wang also called for active efforts by CPPCC members to address concerns and doubts, resolve disputes and conflicts, and build consensus among people in various sectors, in a bid to secure the steady development of employment, businesses, markets and expectations.
Twelve members of the CPPCC National Committee spoke in person in Beijing or via video link from various locations including Shanghai municipality and Liaoning, Jiangsu, Henan and Hainan provinces.
They proposed strengthening the development of a unified national market, promoting better interplay between an efficient market and a well-functioning government, and dismantling various barriers to ensure the application of consistent rules throughout the market and to protect fair competition.
They also emphasized the need to delineate the boundaries between the government and the market through the rule of law, and promote legislation in major sectors, emerging sectors and sectors related to international affairs, so as to improve administrative discretion benchmarks and enhance the effectiveness of administrative regulation.
Further suggestions they offered included implementing high-level opening-up policies, balancing development and security, aligning with international high-standard economic and trade principles, and enhancing regular communication and supportive services, in a bid to stimulate more foreign-funded enterprises to invest and pursue development in China.
CPPCC National Committee vice-chairpersons Hu Chunhua, Mu Hong, Wang Dongfeng, Jiang Xinzhi, Jiang Zuojun and Zhu Yongxin attended the meeting.
Officials from the National Development and Reform Commission, the Ministry of Justice, and the Ministry of Commerce also provided briefings and joined the discussions.
