He Baoxiang, vice-chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and executive vice-chairman of the Central Committee of the Revolutionary Committee of the Chinese Kuomintang, led a team of non-Communist Party of China members from the Committee on Social and Legal Affairs of the CPPCC National Committee to survey Liaoning province from Oct 20 to 24. The survey focused on meeting people's basic needs and improving people's livelihoods.

The team visited social welfare institutions, public health service centers in communities, and enterprises, as well as counties and villages in border areas, in the cities of Benxi and Dandong. The team learned about the provision of inclusive childcare services and healthcare services at communities, livelihood improvement in border areas, and support for the employment of key groups such as college graduates and people with disabilities. The team held in-depth discussions with local officials and residents to solicit advice.

The team acknowledged that Liaoning has built a comprehensive service network to guarantee people's livelihoods in light of local conditions, protected residents' rights to enjoy equal access to public services, and addressed urgent and difficult issues. The province has provided an exemplary model for improving people's livelihoods and strengthening social security, they said.

The team noted that in response to emerging challenges in livelihoods, the CPPCC should focus on issues of concern such as elderly care, childcare, healthcare and employment, and implement targeted measures to solve them. Resource allocation should be optimized to address the issue of inadequate and unbalanced supply and enhance the quality and efficiency of social security, the team pointed out. They stressed that social security development should also align with the pace of social and economic growth to ensure that more development results can be enjoyed equally by the people, thus enhancing their sense of fulfillment, happiness and security.
