The 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC) held its 35th biweekly consultation session in Beijing on Sept 15, focusing on supporting the development of China's public welfare sector.
Wang Huning, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and chairman of the CPPCC National Committee, presided over the session.
Wang noted that, since the 18th CPC National Congress in 2012, the CPC Central Committee has attached great importance to charity work and has rolled out major policies that have driven significant progress in the sector. The CPPCC needs to uphold the CPC's leadership, follow a people-centered development approach and contribute to the sustainable and healthy growth of the charity sector through research, consultation and consensus-building, he said.
He called for in-depth research on key issues, including planning the development of the charity sector in the 15th Five-Year Plan period (2026-30), nurturing charitable organizations, carrying out charitable activities, regulating internet-based charity, strengthening oversight, and improving charity services. Intensified research and policy recommendations in these areas, Wang said, would help ensure that relevant measures are effectively implemented.
Wang urged CPPCC members to build consensus, publicize the achievements made in charity work in the new era, mobilize society to support and participate in charity, and actively engage in the CPPCC's "serving the people" initiative, making concrete contributions to assisting disadvantaged groups.
Twelve members of the CPPCC National Committee shared their views, stressing the need to improve the legal framework by thoroughly implementing the charity law and revising supporting regulations. They also underscored the importance of intensifying the development of charity organizations, and enhancing political guidance and management for better efficiency and effectiveness.
They advised improving the social participation system, empowering charity development with information technology, activating the intrinsic motivation of enterprises to participate in public welfare, and fostering a culture of philanthropy rooted in China's fine traditional culture.
CPPCC National Committee vice-chairpersons Hu Chunhua, Shen Yueyue, Wang Yong, Shao Hong, Xian Hui, Wang Dongfeng, Qin Boyong and Yang Zhen attended the session. Senior officials from the ministries of education, civil affairs and finance provided briefings and participated in discussions with CPPCC members.
