CPPCC National Committee holds 279 consultative activities during 14th Five-Year Plan period

The Chinese People's Political Consultative Conference (CPPCC) National Committee organized 279 consultative activities during the 14th Five-Year Plan period (2021–25), according to the State Council Information Office. This information was released at a press conference held on Aug 18 as part of the briefing series on the plan's implementation. 

Hu Henglu, deputy secretary-general of the CPPCC National Committee, said that in-depth consultations have been carried out to support scientific and democratic decision-making, with quality and effectiveness steadily improved. 

Over the past five years, the CPPCC National Committee has conducted 413 inspection tours and surveys and submitted 25,043 proposals, many of which have been adopted as policy measures. It has also refined mechanisms for democratic oversight and for CPPCC members to strengthen ties with participating groups and the people, while formulating or revising 229 normative documents to further standardize and institutionalize its work, he said. 

Adhering to the principle of conducting consultation both before and during decision-making, the CPPCC National Committee held 10 thematic standing committee sessions on issues such as building a high-standard socialist market economy and enhancing environmental protection; 10 special consultation meetings on topics such as advancing high-level opening-up; and 57 biweekly consultation sessions and 16 teleseminars on optimizing regional allocation of education and healthcare resources. It also conducted regular consultations on proposal handling, sector-based discussions, counterpart consultations and expert dialogues, contributing to high-quality development through high-quality consultations. 

Hu stressed that research serves as the foundation of CPPCC consultation work. Through a cycle of "research–consultation–further research," the CPPCC National Committee has put forward targeted and practical policy suggestions. It has also established a system for special studies led by members of the Chairperson's Council, cutting across special committees and fields. These studies have addressed major strategic and forward-looking topics such as developing new quality productive forces, tackling emerging pollutants as well as interpretation and promotion of the history of Chinese civilization, resulting in 84 in-depth research projects. Members of the Chairperson's Council also conducted 148 field studies at institutions where CPPCC members work. 

According to Hu, since 2021, the CPPCC National Committee has carried out sustained democratic oversight on the implementation of 10 priority tasks set out in the 14th Five-Year Plan, including improving the business environment, protecting black soil resources and advancing elderly-friendly social adaptation. Each of its 10 special committees has focused on one task in their oversight activities over five consecutive years, with priorities adjusted annually.
