The Committee on Foreign Affairs of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) held a consultation meeting on July 30 on the handling of a key proposal regarding further efforts to attract and utilize foreign investment to promote high-quality economic development. 

Jiang Zuojun, vice-chairman of the CPPCC National Committee and chairman of the Central Committee of the China Zhi Gong Party, addressed the meeting.

Jiang noted that since the 18th National Congress of the Communist Party of China (CPC) in 2012, the central leadership has made a series of major instructions on China's foreign investment work. The third plenary session of the 20th CPC Central Committee announced China's commitment to deepening reform of its foreign investment and outbound investment management systems, providing fundamental guidance for the country's further efforts in attracting and utilizing foreign investment.

Highlighting the strategic significance of foreign investment, Jiang called for deepened research, proactive consultation and strengthened democratic oversight in areas such as high-level opening-up, fair market competition and service and regulatory safeguards. These efforts, he said, are vital to supporting economic and social development during the upcoming 15th Five-Year Plan period (2026-30).

He urged departments responsible for handling the proposal to prioritize quality in the handling process, absorb sound suggestions and promote a virtuous cycle where effective proposal handling leads to real problem-solving. He also encouraged CPPCC members to draw on their expertise to offer forward-looking, targeted recommendations, contributing wisdom and strength to high-quality development and the advancement of Chinese modernization.

During the meeting, officials from the China Zhi Gong Party delivered presentations as proposal initiators. Representatives from the Ministry of Commerce, the National Development and Reform Commission and the State Administration of Foreign Exchange provided updates on the proposal's handling progress and engaged in in-depth discussions with CPPCC members.
