The 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC) held its 27th briefing session on issues of major concern in Beijing on July 14, focusing on regulating enterprise-related law enforcement through enhanced supervision to foster a law-based business environment. He Baoxiang, vice-chairman of the CPPCC National Committee, attended the session and delivered remarks.
Hu Weilie, vice-minister of justice, and Bai Qingyuan, deputy head of the State Administration for Market Regulation, delivered briefings on related work.
Hu said that the Ministry of Justice attaches great importance to building a law-based business environment. Focusing on its core responsibilities, the ministry is providing legal services and support across the entire process, Hu added. The ministry's ongoing special campaign on regulating enterprise-related administrative law enforcement has rectified some prominent problems, curbed irregularities and reinforced deterrence, achieving preliminary results, he said. The ministry will leverage this campaign to accelerate the development of a rigorous legal oversight system, promoting strict, standardized, fair, and civilized enforcement practices, he concluded.
Bai underscored that the State Administration for Market Regulation has made consistent efforts to optimize the business environment and enforce the private sector promotion law, aiming to build a unified national market. The administration launched special campaigns to regulate enterprise-related law enforcement, which have yielded positive results, yet several pressing issues remain, according to Bai. To address them, Bai called for improvements to the legal framework for market regulation, further reforms in comprehensive law enforcement and clearer accountability for industry regulators.
Other topics discussed during the meeting included improving the review of normative documents related to administrative law enforcement, enhancing regulation of emerging business models, facilitating the implementation of the private sector promotion law , strengthening supervision over law enforcement in the food and drug sector, regulating enforcement measures involving enterprise-related properties such as asset freezes and seizures and establishing an indicator system for enterprise-related law enforcement supervision.
