The National Committee of the Chinese People's Political Consultative Conference (CPPCC) held a teleseminar in Beijing on July 11 to explore strategies for promoting the deep integration between culture and science and technology. Wang Huning, chairman of the CPPCC National Committee, presided over the meeting.
Wang, also a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, said that since the 18th CPC National Congress in 2012, the CPC Central Committee has advanced coordinated efforts to build China into a leading country in culture as well as in sci-tech, and promoted the integrated development of the two sectors, achieving fruitful outcomes in cultural undertakings and industries. The CPPCC should thoroughly implement the central authorities' instructions on those aspects, proactively engage in consultation and deliberations, and offer proposals to help build up China's cultural strength, he said.
Wang emphasized that promoting the deep integration of culture and technology is a vital step toward fostering a thriving socialist culture, strengthening cultural confidence and building China into a leading country in socialist culture. He called on CPPCC members to embrace the cultural mission of the new era, and to reinforce mainstream values, public opinion and culture through the integrated advancement of culture and technology.
He also urged CPPCC members to focus on forward-looking research for cultural and technological integration in the 15th Five-Year Plan period (2026-30), as well as research on how technological innovation can help cultivate new quality productive forces in the cultural sector, how to better meet the emerging cultural needs of the people, how to enhance the global outreach of Chinese culture through digital means, and how to prevent risks to cultural and ideological security brought about by new technologies.
He encouraged CPPCC members to put forward targeted, actionable policy recommendations to facilitate the effective implementation of related policies. He also called for active participation in grassroots cultural initiatives, increasing efforts to promote the achievements of China's cultural development in the new era, and telling good stories of Chinese culture.
Ten members of the CPPCC National Committee and two experts spoke in person or via video link from locations including Shanghai municipality and Zhejiang, Hunan, Guangdong and Gansu provinces.
They proposed deepening institutional reforms in the cultural sector, improving mechanisms for culture-tech integration, accelerating the digital and intelligent transformation of public cultural institutions, and building efficient support systems for cultural services enabled by technology.
They also emphasized the need to enhance the role of technological innovation in supporting cultural development, strengthen research and development of key technologies and cultivate interdisciplinary talents, reinforce intellectual property protection, and encourage cultural enterprises to pursue technological innovation and integration.
Further suggestions they offered included cultivating leading industry players, expanding financing channels for cultural tech enterprises, optimizing infrastructure and platform development, building competitive cultural tech brands, and fostering new business models driven by culture- tech convergence.
CPPCC National Committee vice-chairpersons Hu Chunhua, Shen Yueyue, Shao Hong, Xian Hui, Wang Dongfeng and Qin Boyong attended the meeting.
Officials from the Publicity Department of the CPC Central Committee, the Ministry of Industry and Information Technology and the Ministry of Culture and Tourism also provided briefings and joined the discussions.
