A team from the Committee on Population, Resources and Environment of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) conducted an inspection in Northeast China's Jilin province from June 16 to 19, focusing on black soil conservation work. The inspection was led by Shen Yueyue, vice-chairwoman of the CPPCC National Committee.
The team visited agricultural fields, research institutes, and relevant enterprises in the cities of Siping and Changchun, as well as the Yanbian Korean autonomous prefecture. They held discussions with local officials, grassroots agricultural technicians, farmers and agricultural business representatives to gather first-hand information and solicit suggestions and opinions.
Acknowledging the solid progress made by Jilin in advancing black soil conservation, the team stressed the strategic importance and long-term, challenging nature of the task. Efforts are needed to enhance top-level planning and implementation of black soil protection tasks during the 15th Five-Year Plan period (2026-30), they said, along with the promotion of region-specific and science-based conservation models and stronger engagement of farmers in protection efforts.
They also emphasized the need to innovate governance methods, intensify efforts against water and soil erosion, as well as improve the long-term governance and the diversified investment mechanisms.
The CPPCC, the team noted, should leverage its strengths to organize in-depth research and offer targeted, practical policy recommendations to support the effective protection and sustainable use of black soil.
Strengthening black soil conservation has been a key focus of the CPPCC's democratic oversight efforts under the 14th Five-Year Plan (2021-25) and has been carried out for five consecutive years since 2021.
