A team from the Chinese People's Political Consultative Conference (CPPCC) National Committee visited Northwest China's Gansu province from June 9 to 13 to survey local development of public welfare and philanthropy as an effort to supervise the handling of a key CPPCC proposal. The team was led by Yang Zhen, vice-chairman of the CPPCC National Committee and executive vice-chairman of the Central Committee of the Chinese Peasants and Workers Democratic Party.
The team visited the cities of Jiayuguan, Jiuquan, and Zhangye to survey pilot community-based charitable initiatives, assess the ecological benefits of public welfare afforestation projects, and observe services provided for people with disabilities at rehabilitation and employment centers. A symposium was also held to gain insights into the current state of public welfare work in Gansu, review its achievements, identify key challenges, and listen to feedback from local grassroots organizations.
Emphasizing that philanthropy plays a major role in mobilizing social resources to meet the needs of disadvantaged groups, the team called for deeper political, ideological, and practical commitment to supporting the high-quality development of the philanthropic sector.
To that end, the team called for modernization and professionalization in the planning and management of charitable projects, along with more effective approaches to fundraising and public participation. They called for wider use of modern technologies such as the internet and blockchain to develop mobile and online philanthropy, and enhance transparency and public trust of the management work. Other recommendations included developing charitable trusts, strengthening emergency response mechanisms in philanthropy, and nurturing community-based work to build long-term momentum for the sector.
During the trip, Yang and the team also visited the No 3 Middle School in Sunan Yugur autonomous county, where a CPPCC National Committee member works. As part of the CPPCC National Committee's "serving the people" initiative, the China Charity Federation donated sportswear, basic medicines, and financial assistance to local people.
