Mu Hong, vice-chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), led a team to Southwest China's Sichuan province from May 19 to 23 to inspect the implementation of major opening-up measures in the western region under the 14th Five-Year Plan (2021-25).

The team visited major State-owned and private enterprises in heavy machinery, logistics, food and biomedical industries, as well as opening-up platforms in the cities of Yibin, Deyang, and Chengdu. They engaged in discussions with local officials and business representatives to gain insights into the key practices, achievements, challenges, and suggestions in implementing the Communist Party of China (CPC) Central Committee's decisions on advancing high-standard opening-up and interplay between domestic and international economic flows during the 14th Five-Year Plan period.

The team noted that since the 18th CPC National Congress in 2012, the CPC Central Committee has placed great importance on opening-up, stressing the need to advance high-standard opening-up and respond to the uncertainties in the rapidly evolving global environment.

The team emphasized the need to give full play to the CPPCC's role as a specialized consultative body to propose forward-looking, strategic, targeted, and highly feasible policy recommendations. The policy proposals should focus on major issues such as establishing a new system for higher-level open economy, fostering a world-class business environment that is market-oriented, law-based, and internationalized, steadily expanding institutional opening-up with regard to rules, regulations, management, and standards, promoting international cooperation in industrial and supply chains, and addressing prominent concerns raised by enterprises and communities at the grassroots level, the team noted.

Efforts are needed to ensure the inspection findings are effectively translated into action, and to contribute CPPCC insights and strength to achieving the objectives and tasks laid down in the 14th Five-Year Plan and laying a solid foundation for the formulation of the 15th Five-Year Plan (2026-30), the team stressed.
