CPPCC holds meeting to discuss key proposal on reform of public hospitals

The Committee on Proposals of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) held a consultation meeting on May 20 to discuss the handling of a key proposal regarding deepening reform of public hospitals. Yang Zhen, vice-chairman of the CPPCC National Committee and executive vice-chairman of the Chinese Peasants and Workers Democratic Party (CPWDP) Central Committee, addressed the meeting.

Yang emphasized that the third plenary session of the 20th Communist Party of China Central Committee further outlined the direction for reforming the medical and healthcare systems, stressing the need to deepen the reform of public hospitals to ensure that they better serve the public. He called for in-depth study and implementation of the guiding principles of the third plenary session, with a focus on issues related to public hospital reform, conducting thorough research, and offering scientific suggestions. He encouraged further communication and consultation between the proposal-making and proposal-handling parties, to ensure work quality, build broad consensus, and translate the results of proposal handling into practical outcomes in deepening the medical and healthcare system reforms.

At the meeting, officials from the central committees of the CPWDP and the China Zhi Gong Party delivered speeches as representatives of proposal-making parties. Individual representatives presented the background of the proposal, as well as issues identified and suggestions recommended in it. Seven CPPCC National Committee members shared their views on topics such as optimizing the fiscal compensation mechanism for public hospitals, improving the remuneration system, setting up a mechanism for making dynamic staffing adjustments, advancing standardized training for resident physicians, and deepening medical insurance reforms. 

Representatives from the proposal-handling departments, including the National Health Commission, the State Commission Office of Public Sectors Reform, and the National Healthcare Security Administration, provided updates on their work progress and responded to suggestions from the CPPCC members.
