CPPCC discusses national carbon emission statistics and accounting system

On May 14, the National Committee of the Chinese People's Political Consultative Conference (CPPCC) held a consultation meeting on the handling of a key proposal regarding further improving China's national statistics and accounting system for carbon emissions. The meeting took place at the National Bureau of Statistics, one of the undertaking agencies of the proposal.

CPPCC National Committee Vice-Chairwoman Shen Yueyue chaired the meeting and delivered a speech.

Shen said making proposals is an important way for the CPPCC to fulfill its functions and plays a crucial role in supporting scientific and democratic decision-making by the Communist Party of China and the government. She underscored the need to improve the specificity and quality of proposals, enhance handling efficiency, and strengthen supervision and consultation. 

Shen further emphasized the importance of deepening analysis and research into the issues and suggestions raised in the proposals, calling for advancing the national carbon emission statistics and accounting system through high-quality proposal handling, to support the realization of China's goals of carbon peaking and carbon neutrality and promote sustainable economic and social development. 

She also called on CPPCC members to stay true to the body's roles and responsibilities, and give play to the unique advantages of consultative democracy, strengthening consensus and cooperation in the consultation process to contribute to further deepening reform comprehensively and advancing Chinese modernization.

Wang Jinnan, a member of the Standing Committee of the CPPCC National Committee and deputy head of the Committee on Population, Resources, and Environment of the CPPCC National Committee, provided an overview of the background, key issues, and suggestions concerning the proposal. 

Representatives from agencies responsible for handling the proposal, including the National Bureau of Statistics, National Development and Reform Commission, Ministry of Ecology and Environment, National Energy Administration, and National Data Administration, introduced the progress of proposal handling and responded to related questions. 

The meeting also involved discussions on the handling of nine related proposals, such as the transformation from energy consumption control to carbon emission control and improving the national carbon market.
