CPPCC members discuss establishment of green transformation mechanism

The 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC) held its 31st biweekly consultation session in Beijing on May 9, focusing on establishing a comprehensive transformation mechanism on the gradual transition from dual control over the amount and intensity of energy consumption to dual control over the amount and intensity of carbon emissions.

Wang Huning, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and chairman of the CPPCC National Committee, presided over the session.

Wang noted that, since the 18th CPC National Congress in 2012, the CPC Central Committee has incorporated ecological civilization into the five-sphere integrated plan for socialism with Chinese characteristics. It has advanced the building of a Beautiful China, coordinated efforts to reduce carbon emissions and boost green development, and established the dual control system on the total amount and intensity of energy consumption, leading to significant enhancement of China’s energy utilization efficiency and continuous reduction of carbon dioxide emission intensity.

Emphasizing the key role of green and low-carbon development in achieving high-quality development, Wang urged CPPCC members to conduct in-depth research and offer targeted and practical suggestions focusing on such areas as carbon peaking during the 15th Five-Year Plan period (2026-30), developing emerging industries that carry strategic significance, strengthening breakthroughs and their application in key and core green technologies, reinforcing regional coordination on green development, and promoting the establishment of a national carbon market. He emphasized the need to identify and address the bottlenecks and weak links in the implementation of relevant policies concerning the dual control of carbon emissions, urging efforts to further conduct research, reflect new problems and situations during inspections, surveys and solicitation of public opinions, and put forward suggestions accordingly. 

CPPCC members should also take the lead in promoting China’s green development, publicizing the achievements of the building of a Beautiful China and China’s contributions in responding to global climate change, and building consensus and pooling strength in green and low-carbon transformation, he added. 

Ten members of the CPPCC National Committee shared their insights. They emphasized the importance of accelerating the implementation of the dual control transformation mechanism, improving supporting policies, regulations and standards, establishing relevant accountability and assessment systems, and tapping the role of the market mechanism in propelling green transformation. They proposed to establish a classified and graded carbon emission statistics and accounting system, and set up a product carbon footprint management and carbon label certification system. They also called for strengthening scientific and technological innovation, deepening international cooperation, and promoting the establishment of a global green governance system that is open, inclusive, mutually beneficial and win-win.

CPPCC National Committee vice-chairpersons Hu Chunhua, Shen Yueyue, Su Hui, Mu Hong, Wang Dongfeng, Jiang Zuojun, Wang Guangqian and Yang Zhen attended the session. Senior officials from the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the Ministry of Ecology and Environment provided briefings.
