The 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC) held its 29th biweekly consultation session in Beijing on April 11, focusing on strategies to expand domestic demand.
Wang Huning, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and chairman of the CPPCC National Committee, presided over the session.
Wang noted that, since the 18th CPC National Congress in 2012, the CPC Central Committee has focused on building a new development paradigm, expanding domestic demand, promoting smoother domestic circulation, more efficient connection between domestic and international markets, and providing strong support for high-quality economic development. CPPCC members need to fully grasp the guiding principles of the central leadership’s instructions on expanding domestic demand so as to provide more targeted and effective proposals, he said.
Wang urged CPPCC members to use CPPCC platforms such as thematic consultative seminars, symposiums on the macroeconomic situation, and expert consultation meetings to carry out in-depth research and offer policy consultations. Key areas of focus, Wang noted, should include better coordination between expanding domestic demand and deepening supply-side structural reforms, reinforcing the fundamental role of consumption in economic growth, leveraging investment as a key engine of development, and effectively addressing the impact of external shocks and decline in external demand.
He called on members to engage more extensively with grassroots communities, enterprises and the general public to better understand societal needs and expectations, identify bottlenecks that hinder policy implementation and propose countermeasures.
More efforts are needed in policy publicity and interpretation to stabilize market expectations and boost confidence in China's economic outlook, allowing people to view the country's economic development from a comprehensive, dialectical and long-term perspective, he added.
Ten attending CPPCC National Committee members and an expert proposed a specialized campaign to boost consumption through various promotions and initiatives. They called for a systematic approach to investment that is efficient and prioritizes the use of funds and resources to serve the people and meet their needs, as mentioned in the government work report. They also stressed the need to accelerate the development of emerging and future industries, optimize the supply system, and enhance supply quality. They called for diversified efforts, including improving the market environment, accelerating the building of a unified national market, and enhancing logistical efficiency, to help expand domestic demand.
CPPCC National Committee vice-chairpersons Wang Yong, Bater, Gao Yunlong, Xian Hui, Wang Dongfeng and Qin Boyong attended the session, while senior officials from the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the Ministry of Finance provided briefings.
