A survey team from the Central Committee of the China Association for Promoting Democracy (CAPD) went to Anlong county in Qianxinan Buyei and Miao autonomous prefecture, Southwest China's Guizhou province, from April 7 to 9 to facilitate the CAPD's paired assistance efforts in the region. Cai Dafeng, vice-chairman of the Standing Committee of the National People's Congress and chairman of the CAPD Central Committee, led the team.
The team conducted field research on ongoing assistance programs in education, culture, healthcare, and rural vitalization in the county.
During the visit, Cai delivered a speech at a symposium on the paired assistance work of the CAPD Central Committee.
He emphasized that paired assistance is crucial to building a strong nation and advancing national rejuvenation, and serves as a vivid demonstration of China's institutional advantages. He underscored the need to enhance awareness of the bigger picture for the country's overall development, proactively shoulder responsibilities, and firmly focus on advancing Chinese modernization and deepening reform comprehensively while advancing paired assistance programs.
Cai underlined the importance of fully understanding the significance of paired assistance in achieving Chinese modernization. He called on CAPD organizations at all levels and its members to conduct in-depth research, listen to public opinion, accurately assess local development needs, and remain open to public oversight. He also encouraged suggestions on how to institutionalize paired assistance work after the transition period for counties that have shaken off poverty to consolidate the achievement and gradually shift their focus to comprehensively promoting rural vitalization.
The focus of advancing paired assistance lies in capacity enhancement and mission fulfillment, Cai said, proposing coordinated efforts in paired programs, employment, caring initiatives, production and marketing coordination, cultural integration, talent cultivation, rural construction, and project advancement.
He further emphasized the need to accurately position the assistance work of political parties participating in the administration of State affairs. Citing the integrated development of culture and tourism in the county's Bapan village as an example, he urged the exploration of new assistance approaches, balancing innovation with the normalization of efforts, and ensuring sustained development momentum.
Cai concluded by calling for enhanced assistance capacity, greater mobilization of potential within the CAPD, strengthened cadre exchange programs, and expanded outreach and publicity. He stressed the need to consolidate and expand achievements in poverty alleviation, fully leverage the organizational strengths of the CAPD, and promote coordinated efforts across all levels to support Anlong county's high-quality economic and social development.
