Shen Yueyue, vice-chairwoman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), led a team to East China's Anhui province from Feb 19 to 22 to conduct a survey on the transition from controls on total energy consumption and intensity to controls on total carbon emissions and intensity. This survey was conducted in preparation for the upcoming biweekly consultation meeting on this topic by the CPPCC National Committee.
The team visited research institutions, industrial parks, and relevant enterprises in the cities of Hefei, Huainan, and Bengbu, conducting on-site inspections and holding discussions to better understand the progress, challenges, and issues facing Anhui in this regard.
The team noted that the establishment of the new transition mechanism is a major reform task outlined by the Central Committee of the Communist Party of China (CPC) and an essential requirement for driving the transition to green and low-carbon economic and social development. Efforts need to be strengthened to build broader consensus and enhance understanding on this task, and drive the comprehensive transition of the dual controls.
The team stressed the need for a goal-oriented and problem-solving approach, emphasizing systematic planning, staged implementation, and solutions tailored to local conditions. They called for clear responsibility frameworks, improvements in carbon emission statistics and accounting systems, and the establishment of relevant standards, norms, and evaluation mechanisms.
The team also highlighted the importance of technological innovation in facilitating the green and low-carbon transition and urged the CPPCC to leverage its unique role to promote inter-departmental collaboration and contribute its wisdom and strength to the establishment of the new mechanism.
