The fourth China Water Conservation Forum was held in Jinan, East China's Shandong province, on Nov 20, with the theme of "Water Conservation and High-Quality Development of the Yellow River Basin". 

He Wei, vice-chairman of the Standing Committee of the National People's Congress and chairman of the Central Committee of the Chinese Peasants and Workers Democratic Party (CPWDP), spoke at the opening ceremony. 

Wang Guangqian, vice-chairman of the Chinese People's Political Consultative Conference National Committee, executive vice-chairman of the Central Committee of the China Democratic League and an academician with the Chinese Academy of Sciences, delivered a keynote speech. 

He Wei emphasized the importance of implementing a rigid constraint system for water resources and optimizing mechanisms for ecological protection and high-quality development of the Yellow River basin. He called for translating comprehensive reform strategies into powerful drivers of Chinese modernization. 

Noting that the forum centered on ecological systems reform and water conservation strategies to achieve the protection and high-quality development of the Yellow River basin, He encouraged meeting participants to propose innovative solutions for water conservation efforts across the basin and nationwide. 

In his keynote speech, Wang outlined approaches for achieving ecological progress in the Yellow River basin from the perspectives of the theoretical basis of hydrosphere science, the strategy of balancing greenery with water constraints to help with the three major campaigns against water, air and soil pollution, atmospheric water resources exploitation and utilization, and pathways to realize water ecological value. Wang called for intensified research on the value of water ecosystems to ensure rational water resource allocation and utilization. 

The forum was hosted by the CPWDP Central Committee.
