The committees on social and legal affairs of the national and local committees of the Chinese People's Political Consultative Conference (CPPCC) held a symposium in Xiamen, East China's Fujian province, from Nov 6 to 7. Zhou Qiang, vice-chairman of the CPPCC National Committee, delivered a speech at the gathering.

Zhou said the social and legal affairs committees of the CPPCC should deliberate on and participate in the administration of State affairs, focusing on advancing Chinese modernization and striving to break new ground in their work on social and legal affairs.

The meeting noted that the CPPCC social and legal affairs committees at all levels have adhered to the integration of the leadership of the Communist Party of China, united front, and consultative democracy, and performed their duties focusing on rule of law development, social governance and ensuring people's livelihoods. By combining their unique strengths with broader national priorities, they have explored innovation, enhanced self-development and achieved progress on various initiatives.

The meeting underscored the importance of leveraging the distinctive characteristics and expertise of each participating group of the CPPCC to conduct in-depth consultations on achieving the goals of Chinese modernization. The systematic advantage of the CPPCC as a specialized consultative body needs to be maximized to advance consultative democracy and make it more extensive, multi-tiered and institutional, according to the meeting.

Emphasis should be placed on a problem-oriented approach, encouraging thorough research to identify issues accurately and propose practical and targeted solutions, the meeting noted. The meeting concluded that the liaison mechanism for participating groups and members of the CPPCC needs to be thoroughly implemented to build greater consensus, and that the service management capacity and self-development of CPPCC members should also be improved.
