A team of non-Communist Party of China (CPC) members from the Committee on Agriculture and Rural Affairs of the Chinese People's Political Consultative Conference (CPPCC) National Committee visited East China's Fujian province from Sept 2 to 5 to inspect local efforts to improve the rural property rights system and increase farmers' income from property.
Qin Boyong, vice-chairwoman of the CPPCC National Committee and executive vice-chairwoman of the Central Committee of the China National Democratic Construction Association, led the inspection team.
The team visited 10 villages in five counties across the cities of Nanping, Ningde and Fuzhou to gain a detailed understanding of Fujian's efforts in deepening reform of rural collective property rights system, improving the basic rural management system, developing a new type of rural collective economy, and introducing measures to increase farmers' income.
During their visit, they held discussions with grassroots officials and villagers to gather feedback, while they also visited an exhibition in Ningde themed on poverty reduction and an exhibition in Fuzhou, capital of Fujian, on the city’s development achievements over the past three decades.
The team said that, since the 18th CPC National Congress in 2012, Fujian has steadily promoted the reform of the rural collective property rights system and continuously increased farmers' property income, upholding the principle of realizing, safeguarding, and advancing the fundamental interests of farmers. Valuable experience and efficient practices have been gained in the process, they noted.
The team stressed that improving the rural property rights system and increasing farmers' property income is a major decision made by the CPC Central Committee, aiming to promote common prosperity and advance rural vitalization.
It is essential to develop a new type of rural collective economy and establish an operating mechanism with clearly-defined property rights and fair distribution, thus endowing farmers with better property rights and interests, they said. The rural collective economic organizations law must be fully implemented, accompanied by supporting policies in fiscal, tax, financial, land and talent aspects that cater to the specific needs of rural collective economic organizations, according to the team.
Moreover, the supervision of rural collective resources, funds and assets should be intensified, alongside the improvement of regulatory systems, to effectively protect farmers' rights, the team noted. It is imperative to explore tailored approaches to new rural collective economic development, minimize operational risks thereof and create long-term mechanisms to increase farmers' incomes, so that farmers can share more benefits from the ongoing reforms, they said.
