Chen Wu, vice-chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), led a team of non-Communist Party of China (CPC) members to Northwest China's Shaanxi province from Sept 2 to 5 for an inspection on the implementation of the strategy on developing a quality workforce in the new era. The team also held a symposium under the same theme. 

During the inspection trip, the team visited universities, enterprises, human resources service institutions and research institutes in the cities of Xi'an and Weinan. They pointed out that, since the 18th National Congress of the CPC in 2012, the CPC Central Committee has reinforced Party leadership over talent-related work and made historic achievements in advancing the work in the new era. It is imperative to implement the talent strategy stressed at the third plenary session of the 20th CPC Central Committee and further reform the systems and mechanisms for talent development, the team said. Efforts should focus on building a reserve of personnel with expertise of strategic importance, cultivating more top-level scientists and innovation teams, and training outstanding engineers and highly-skilled workers, they added. 

The team noted that Shaanxi province, as a hub for education, science, and talent resources, has made remarkable progress in talent development, recruitment and utilization. The province should continue to advance reforms in talent evaluation, create a favorable ecosystem and build efficient platforms for high-caliber talent development and recruitment, thereby maximizing its advantages as a major talent hub, they said. 

The team urged CPPCC members at all levels to enhance their understanding of talent-related work, contribute valuable insights and help forge a broad consensus to ensure the high-quality implementation of the talent strategy.
