Xian Hui leads survey on optimizing regional opening-up in Liaoning

A team from the Chinese People's Political Consultative Conference (CPPCC) National Committee travelled to Northeast China's Liaoning province to survey work on optimizing regional opening-up and leveraging resources from Hong Kong, Macao, Taiwan and overseas Chinese, from Aug 26 to 29. Xian Hui, vice-chairwoman of the CPPCC National Committee, led the team. 

The team visited a science park, a university and various enterprises in the cities of Dalian, Dandong and Shenyang, gathering detailed insights into the province's efforts to optimize regional opening-up, carry out technological and trade cooperation, advance industrial cluster development, and build an open economy. The team also conducted research at a local enterprise founded by a member of the CPPCC National Committee. 

At a symposium held in Shenyang, the capital of Liaoning province, the team held talks with officials from relevant local departments, soliciting their opinions and suggestions.

Noting that Liaoning has accumulated valuable experience in promoting revitalization through high-level opening-up, Xian acknowledged the province's recent efforts in implementing the central authorities' strategy of revitalizing Northeast China, including the three-year action plan of building a new frontier for opening-up.

She stressed the need to achieve new breakthroughs in driving industrial innovation through technological innovation, accelerating the transformation and upgrading of traditional manufacturing, cultivating strategic emerging industries and future industries, and developing new quality productive forces tailored to local conditions. Xian called for meticulous implementation of strategies to optimize regional opening-up and to expand high-level opening-up, particularly in deepening industrial and trade cooperation with countries involved in the Belt and Road Initiative and in Northeast Asia, and strengthening innovative development of pilot free trade zones and coastal economic zones.

It is important to leverage the advantages of Hong Kong, Macao, Taiwan and overseas Chinese communities to facilitate internal and external connections, she added, calling for efforts to increase pragmatic cooperation with Hong Kong and Macao in areas such as financial services, technological innovation, port logistics and institutional opening-up.

Xian also urged Liaoning's CPPCC committees at the provincial, municipal and county levels to strengthen their role as a specialized consultative body and enhance coordination between them, in a bid to contribute to the province’s comprehensive revitalization and the new wave of reform and opening-up.
