A team of non-Communist Party of China members of the Chinese People's Political Consultative Conference (CPPCC) National Committee conducted an inspection in Southwest China's Xizang autonomous region from July 1 to 5, focusing on improving the rural governance system featuring the integration of self-governance, the rule of law and the rule of virtue. 

He Baoxiang, vice-chairman of the CPPCC National Committee and executive vice-chairman of the Central Committee of the Revolutionary Committee of the Chinese Kuomintang (RCCK), led the inspection and spoke at a symposium held in Lhasa. 

The team visited communities in Lhasa and villages in Ngari prefecture, and had discussions with community officials, police officers and local residents to learn about local efforts in integrating self-governance, the rule of law and the rule of virtue in rural governance. They also met with grassroots CPPCC members to gain an understanding of the latter's role in local economic and social development and historical and cultural preservation. 

The team acknowledged Xizang's efforts in combining rural development and governance, and achieving integrated development in self-governance, the rule of law and the rule of virtue through Party building initiatives, which has effectively advanced rural governance. 

The team emphasized the need to establish a governance system featuring the integration of self-governance, the rule of law and the rule of virtue by enhancing community-level governance through Party building initiatives, creating a comprehensive inter-departmental coordination system, and continuously improving support mechanisms. 

They encouraged bold practical exploration to achieve breakthroughs in areas such as reinforcing grassroots democratic consultation in urban and rural areas, revising and perfecting village and residential regulations, and guiding public participation in grassroots governance. 

Efforts should also be made to improve the legal governance capacity at the grassroots level, leverage moral norms for guidance, and utilize technological means to advance integrated governance, the team said. 

The team also stressed the importance of fully tapping into the advantages of the CPPCC and mobilizing the enthusiasm of grassroots CPPCC members in advancing integrated rural governance.
