CAPD surveys Fujian on enhancing efficiency of national innovation system

Zhu Yongxin, vice-chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and executive vice-chairman of the China Association for Promoting Democracy (CAPD) Central Committee, led a team to Ningde, Putian, and Fuzhou in East China's Fujian province from April 22 to 25 to survey the improvement of the national innovation system's efficiency for the development of new quality productive forces, the key annual research and survey of the CAPD Central Committee for 2024. 

During their stay in Fujian, the team visited a number of enterprises engaged in various industries, including new energy, automobiles, and new materials, as well as science and technology parks, where they exchanged views with heads of relevant government departments and corporate representatives. 

Noting the significance of new quality productive forces for promoting the country's high-quality development and the Chinese modernization, Zhu said it is essential to thoroughly understand their essence and focus on enhancing the overall efficiency of the national innovation system. He stressed the need to streamline the chain of technological innovation, and promote the innovation and optimization of various factors. He called for increasing efforts to improve the innovation system, effectively link various innovation platforms, enhance the efficiency of the innovation system, optimize the allocation of innovation resources and organizational methods, and create a favorable innovation ecosystem. 

Fujian is a province with a strong private economy and robust county-level economic strength, Zhu said, adding that the province has a sound foundation for developing new quality productive forces based on local conditions. He urged for the acceleration of the establishment of a fundamental institutional system that supports comprehensive innovation and the provision of more supportive systems and policies. 

In addition, efforts should be made to create a law-based environment with favorable institutions and policies, to boost the confidence and vitality of private enterprises in the development of new quality productive forces.
