He Baoxiang, vice-chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and executive vice-chairman of the Central Committee of the Revolutionary Committee of the Chinese Kuomintang (RCCK), led a team to Central China's Henan province from April 22 to 26 to survey the emergency management system's capacity in disaster prevention, reduction, and relief.
The team visited emergency command centers, urban safety monitoring and early warning platforms, communities, enterprises, and hydraulic engineering facilities in the province's Sanmenxia and Luoyang cities to learn about their risk prevention and control mechanisms, as well as their emergency response capabilities. They also held symposiums with relevant government departments and provided suggestions and recommendations.
The team highlighted the need to improve the emergency management system by deepening understanding of the regularity of emergency management work in the new era, in a bid to serve high-quality development with a high level of safety. It is crucial to fully grasp the objectives and tasks of emergency management in the new era. Efforts are needed to build a holistic safety and emergency response framework and improve the risk assessment mechanism.
The team underscored the guiding and regulating role of the rule of law in the field, emphasizing strengthening technological innovation support and preventing and mitigating major risks at the source.
As a political consultative body, the CPPCC should tap its advantages in talents and intellectual resources to pool wisdom and offer advice on shoring up weak links in emergency management work, thereby enhancing the effectiveness of national governance.
