The National Committee of the Chinese People's Political Consultative Conference (CPPCC) dispatched a team to survey the construction of a law-based business environment and high-quality economic development in Shanghai from March 25 to 27. 

At a symposium held during the survey, He Baoxiang, vice-chairman of the CPPCC National Committee, pointed out that the business environment is the soil for the survival and development of enterprises, and that creating a stable, fair, transparent, and predictable business environment while continuously building a market-oriented, law-based, and internationalized first-class business environment has been highlighted by the country. 

He, also executive vice-chairman of the Central Committee of the Revolutionary Committee of the Chinese Kuomintang (RCCK), stressed the importance and urgency of promoting high-quality development through the construction of a law-based business environment, and called for systematic, composite and integrated efforts in different regions. 

He stressed that the construction should focus on the major concerns of business entities so as to deepen reform and innovation, and strengthen communication and coordination with enterprises to ensure that the formulation of policies and regulations brings real benefits to them. 

China's specific practices should be taken into account when benchmarking against high-standard international economic and trade rules. The property rights, legitimate rights and interests of all types of business entities should be protected equally in accordance with the law, he added. 

He expressed his hope that Shanghai will actively carry out pioneering experiments in scientific legislation, standardized law enforcement, and development of a fair judiciary, as well as integrity and a commitment to abiding by the law, to create more experience and set a role model for the reform of the business environment nationwide.
