The Central Committee of the China National Democratic Construction Association (CNDCA) plans to submit 44 collective proposals to the second session of the 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC).
About 60 percent of the proposals focus on the development of the national economy and finance, showcasing the CNDCA's characteristic connection with the economic sector, according to a press briefing on Feb 23.
The CNDCA Central Committee solicited and screened 730 proposal materials that were based on solid surveys last year. They include various survey results of CNDCA Central Committee leaders in 2023, the achievements of its special and provincial-level committees, the outcomes of the CNDCA symposium on economic situation analysis as well as contributions from experts. Extensive online preliminary evaluation and on-site review were arranged to ensure the quality of the proposals.
Among the proposals to be submitted to the CPPCC annual session, the one on cultivating strategic emerging industries and enhancing the modernization level of the industrial systems was based on the achievements of a major survey last year. Major concerns and areas of long-term focus of the CNDCA to be found in this year’s proposals include encouraging and attracting private enterprises to participate in strategic emerging industries, enhancing the status of enterprises as the main body of scientific and technological innovation, accelerating the formulation of the law on promoting the private economy, and advancing the mixed ownership reform of vocational education.
