The Chinese People's Political Consultative Conference (CPPCC) National Committee held a consultation symposium for the participating group of the All-China Federation of Trade Unions on Dec 5, aiming at advancing the innovative skill-oriented incentive mechanism for industrial workers. 

Zhou Qiang, vice-chairman of the CPPCC National Committee, said at the meeting that the construction of the industrial worker force is a long-term comprehensive and systematic project. 

He noted that trade unions must shoulder their overall responsibility as leaders in stimulating industrial workers' creativity and enterprising power to promote the country's reform as a whole. 

He called on the CPPCC special committees to continuously exert efforts to build platforms, establish mechanisms, and consolidate consensus, as well as perform their role as a bridge between CPPCC members of specific participating groups and the people they represent, with a focus on how to meet the needs of industrial development and make workers' voices heard, in order to form a strong joint force propelling the team building of industrial workers. 

CPPCC members and trade union representatives put forward opinions and suggestions on "accelerating the construction of workforces in knowledge-, skill-, and innovation-based industries" and "improving the salary distribution system and reasonable growth mechanism for skilled workers in enterprises". Officials from the Ministry of Industry and Information Technology, the Ministry of Human Resources and Social Security, and the State-owned Assets Supervision and Administration Commission of the State Council gave their responses.
