Qin Boyong, vice-chairwoman of the Chinese People's Political Consultative Conference National Committee and executive vice-chairwoman of the China National Democratic Construction Association (CNDCA) Central Committee, attended and addressed the 2023 (15th) Shanghai CNDCA Pujiang Forum on Nov 26. 

In her address, Qin noted that science and technology is the foundation of national strength and innovation is the soul of national progress, and that enterprises play a crucial role in technological innovation. She urged the establishment of an efficient mechanism for cultivating technology-based backbone enterprises, the building of high-level innovation cooperation platforms, and the creation of a collaborative innovation mechanism that shares risks and benefits. She called for overall upgrading of the innovation and industrial chains of micro, small and medium-sized enterprises, encouraging them to take a new path featuring specialized, refined, and innovative development. 

Qin also stressed efforts to streamline a new mechanism that serves and supports the transformation of scientific and technological achievements, and to build an innovation system that will deeply integrate the industry, universities, and research institutes, with enterprises as the main body. 

Launched in 2009, the Shanghai CNDCA Pujiang Forum has fully utilized the advantages of the CNDCA's close connection with business communities to pool wisdom to help boost national and regional economic and social development.

The 2023 (15th) Shanghai CNDCA Pujiang Forum was co-hosted by the Shanghai Municipal Committee of the CNDCA, and Lingang Group, focusing on strengthening the status of enterprises in scientific and technological innovation.
