CPPCC holds consultation meeting on stimulating consumption to boost economic recovery

The Committee on Proposals of the Chinese People's Political Consultative Conference (CPPCC) National Committee held a consultation meeting on further restoring and expanding consumption to boost economic recovery on Sept 5. 

Jiang Zuojun, vice-chairman of the 14th CPPCC National Committee and chairman of the Central Committee of the China Zhi Gong Party, attended the meeting and delivered a speech. 

During the first session of the 14th CPPCC National Committee, members of the central committees of the China Zhi Gong Party and the China Association for Promoting Democracy, as well as some members of the CPPCC National Committee, submitted more than 60 proposals on stimulating consumption. 

Among them, a proposal on further restoring and expanding consumption to boost economic recovery was approved by the Chairperson's Meeting of the CPPCC National Committee to be included in the 72 key proposals for the CPPCC National Committee to supervise this year. 

Representatives of the proposal parties agreed that it is necessary to expand effective investment, and give full play to the guiding role of government investment and policy incentives to improve the investment environment. More channels should be opened to increase the income of urban and rural residents and build up their consumption power. Greater support should be provided to micro, small and medium-sized enterprises, individual businesses, and industries facing severe difficulties, to boost the job market and increase income of the working population. 

They called for greater efforts to advance the social security system to meet the people's needs in elderly care, medical treatment and education and to boost consumer confidence. They also urged for an optimized consumption supply that focuses on segmented consumer markets and explore ways to improve more inclusive and universally beneficial support policies, in order to better meet the multi-level, diverse and personalized consumption needs of the public. 

Representatives of proposal undertakers, including the National Development and Reform Commission, the Ministry of Finance, and the Ministry of Commerce, briefed CPPCC members on the progress made in handling the proposal. The proposers and the undertakers also exchanged views on how to better facilitate housing consumption, enrich new modes of consumption, shore up care for the middle-aged and elderly consumer groups, increase farmers' and young employees' income, and advance the healthy growth of cultural and tourism consumption.
