He Baoxiang, vice-chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and executive vice-chairman of the Central Committee of the Revolutionary Committee of the Chinese Kuomintang (RCCK), conducted a survey from April 9 to 13 in Northeast China's Jilin and Heilongjiang provinces on building the region into a northward opening-up highland.

The visit was a concrete action taken by the Central Committee of the RCCK to implement the important policies and decisions made by the Central Committee of the Communist Party of China (CPC), respond to the mass campaign on engaging in comprehensive researches, promote the all-round rejuvenation of the region, and further strengthen its high-level opening-up and cooperation.

During the survey tour, He and other members of the survey team visited Fangchuan patriotic education base in Hunchun, Jilin, the Hunchun command center for land and railway ports, Heixiazi Island and Mangjita Port.

At a symposium with local officials in Harbin, capital city of Heilongjiang, He urged the two provinces to grasp historical opportunities, position themselves for the realization of the great rejuvenation of the Chinese nation on all fronts, follow the momentous changes unseen in a century, bear in mind the country's fundamental interests, understand the great significance of promoting high-level development through opening-up to a higher level.

He underlined the importance for the two provinces to strengthen top-level design, make full use of their geographical strength in the development of foreign trade, and open the channel for both domestic and international logistics. The two provinces should stick to problem-oriented development approaches, leverage their roles in further enhancing the country's total trade volume, strike a balance between imports and exports, improve the efficiency of cooperative platforms, strive to be a northward highland for international cooperation, and make tremendous contributions to the revitalization of northeastern China and the implementation of northward opening-up, he said.
