The 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC) held its second biweekly consultative seminar in Beijing on April 14, focusing on the digital transformation of small- and medium-sized enterprises (SMEs).

Wang Huning, a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee and chairman of the CPPCC National Committee, presided over the meeting.

Wang said that the digital transformation of SMEs is a systematic project and a key and difficult part of the digital transformation of the industry. CPPCC members should put forward targeted and operational ideas and suggestions on how to solve the problems arising from the digital transformation of SMEs, focusing on ideological understanding, institutional mechanisms, policy and financial support, platform construction, and talent training.

He said that SMEs should be guided to realize with greater confidence and motivation that digitalization is the only way to guarantee high-quality development.

Ten CPPCC members, including Miao Wei, Chen Zhihua, Chen Xingying and Qu Yongyi, delivered speeches, calling for greater efforts to strengthen the top-level design of SMEs’ digital transformation, optimize the supporting policy system, establish a national public service platform to develop a sharing business model, strengthen the development of enterprises' digital resources, and explore innovative models for data asset ownership trading.

They proposed to give full play to policy coordination and guidance, and make leading enterprises play a greater role in promoting the integration and development of digital technology with the manufacturing industry. They also suggested establishing a multi-level talent education and training system, and an innovative two-way talent flow mechanism.

Shi Taifeng, a member of the Political Bureau of the CPC Central Committee and vice-chairman of the CPPCC National Committee, as well as vice-chairpersons of the CPPCC National Committee Hu Chunhua, Wang Yong, Gao Yunlong, Chen Wu, Mu Hong, Wang Dongfeng, and He Baoxiang attended the meeting. Participants also included officials from the Ministry of Industry and Information Technology and the National Development and Reform Commission.
