Pan Biling: Keeping track of the nation's ecological environment

Being a member of the Standing Committee of the Chinese People's Political Consultative Conference (CPPCC) National Committee, Pan Biling holds a number of roles, a heavy daily office work load and busy schedules of social activities.

Pan has performed all his duties in adherence to his beliefs of diligence, enthusiasm and a strong sense of responsibility.

Pan has worked in the field of ecological environment protection for more than 10 years and has consistently made good use of his field information and resources to ensure high-quality suggestions and advice when performing his duties as a CPPCC member.

"Starting with business work and relying on field resources, we can obtain more information, have more conditions to conduct in-depth investigation and research to produce high-quality advice, which when adopted and implemented, will generate a positive impetus for the country’s ecological and environmental protection cause and achieve win-win results," said Pan, who recently won the 2022 excellent performance award for CPPCC National Committee members for his diligent efforts in "tapping real problems and put forward effective solutions".

Pan said that he believes it is very important to keep continuous track of an issue in the process of performing CPPCC member duties.

In 2011, he put forward suggestions on ecological compensation.

He continued to propose the establishment of a vertical wetland ecological compensation mechanism for many years, until the establishment of the national comprehensive ecological compensation system in August 2019.

During an annual session of the 11th CPPCC National Committee, Pan proposed to coordinate urban and rural environmental governance, increase investment in rural environmental protection, and encourage farmers and social forces to participate in supporting rural environmental protection. This proposal promoted the introduction of national policies and plans for the comprehensive improvement of the rural environment and the improvement of human settlements in rural areas.

During the annual sessions of the 12th CPPCC National Committee, Pan pointed out the urgency of soil pollution prevention and control as a solution to tackle the country's smog issue.

His efforts prompted the national action plan for soil pollution prevention and control, which set a deadline of achieving comprehensive control of soil environmental risks by 2030 and the comprehensive improvement of soil quality by the middle of the century.

During the annual sessions of the 13th CPPCC National Committee, Pan started to pay greater attention to the quality of political advice, and focused his proposals on promoting the green transformation of the economy and society in the Yangtze River Economic Belt over the 14th Five-Year Plan (2021-25) period. He aims to provide quality water ecological products for the local people, consolidate and deepen water pollution control, actively promote water ecological protection and safeguard the use of water in local rivers and lakes.

Pan said that he had submitted more than 10 proposals every year as a member of the 11th and 12th CPPCC National Committees, which means a total of more than 100 proposals during this period. Many of his proposals and suggestions are related to the ecological environment and have received timely feedback, with many being implemented. For his fruitful efforts, Pan is popular as a “spokesman for the environment" and a "giant of green proposals" among CPPCC members.

"Investigation and research are the basic skills that CPPCC members must practice. Only by paying attention to investigation and research, and through careful and in-depth investigation and research is it possible to form high-level research reports, proposals, and information on social and public opinions, which can be valued and adopted by various governments in decision-making, and in the end, promote national economic and social development and progress," Pan said.
