Yan Ying is a member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), vice-chairwoman of the CPPCC Beijing Municipal Committee, and chairwoman of the Beijing Federation of Industry and Commerce.
She is an expert and also a leader of the front line. Whether serving as a CPPCC member or doing her job, Yan always works hard and strives for betterment.
As a CPPCC member, Yan surveys at the grassroots, puts forward proposals and participates in the administration and discussion of State affairs. Some of her proposals have been adopted as policies, influencing the economy and society.
Yan has been focused on the development of the private economy and doing her utmost to ensure its development.
Fulfilling duties as a CPPCC member
Yan said that the CPPCC has given her a bigger and broader platform.
"By participating in online and onsite learning and research held by the CPPCC, I have realized the importance of the CPPCC in pushing forward China's economic and social development."
By participating in investigation and research, Yan has seen many of the colorful rural areas in China and obtained a new understanding of agricultural and rural economic development.
As the leading sponsor, her proposal on promoting the seed industry has won highly recognition and adopted by relevant ministries, effectively pushing forward the release of related policies.
She has also submitted information of social conditions and public opinions on seed safety, food safety, improving medical care levels in rural areas and highlighting private enterprises' role in rural development.
Yan has always kept a close eye on the economic and social development of China's poverty-stricken areas, as well as on agricultural and rural development.
As a CPPCC member, Yan has closely connected with the public through her job.
Yan actively publicizes policies of the Party, responding in a timely manner to the concerns of people involved in the private economy. She has also organized a batch of education bases on revolutionary history and carried out surveys in private enterprises.
Through such work, Yan has guided people from different circles to keep in step with the CPC Central Committee and gathered people together for reform and development.
Yan has also actively participated in the online and onsite thematic learning and reading activities on Party history held by the CPPCC. As a reading group administrator, she has organized reading activities on the economic work history of the CPC and its achievements in continuously optimizing the business environment and the development of the innovation-driven enterprises.
Providing suggestions for high-quality economic development
As a CPPCC member in the economy field, Yan has always been an active participant and advisor of national economic development plans.
In addition to serving as a CPPCC member, Yan is also chairwoman of the Beijing Municipal Federation of Industry and Commerce. Therefore, the healthy development of the private economy has always been of great importance to Yan.
Since the reform and opening-up, China's private enterprises have experienced rapid development, becoming a driving force to push forward economic and social development. In the new era, the private economy also faces new problems.
Yan has done a great deal of work to continuously help optimize the business environment.
She has carried out surveys of China's top 100 private enterprises, established an indicator for the high-quality development of the private economy in Beijing, launched a service hotline for the top 100 enterprises and set up a team to provide government affairs services. She has also carried out special research and pushed forward the announcement of relevant standards and policies, focusing on unicorn enterprises and invisible champion enterprises.
In terms of the coordinated development of the Beijing-Tianjin-Hebei region, Yan has also spared no efforts. She led the associations of industry and commerce in the three regions to carry out surveys and discussed measures for common development and benefits, established a Beijing-Tianjin-Hebei young entrepreneurs chamber of commerce and a science and technology and agriculture industry chamber of commerce alliance, and held Beijing-Tianjin-Hebei private economic and industrial matchmaking meetings.
In order to improve the law-based business environment, "we set up China's first socialized service system for property rights protection of private enterprises, co-established the property rights protection mediation center for private enterprises with the court, pushed forward the pilot work of compliance reform of the enterprises involved with the procuratorate, organized people's mediation, commercial mediation and labor dispute mediation with the justice bureau and the human resources and social security bureaus, and established the private enterprise rights protection service platform with social forces," Yan said.
The continuously optimized business environment gives private enterprises more confidence and inspires their social responsibility. By the end of 2022, 951 private enterprises and organizations of the chamber of commerce in Beijing had donated more than 2.2 billion yuan ($321.2 million) in fighting against COVID-19.
Yan has also maintained close connections with private enterprises to learn about their development status and needs and has striven to solve their problems.
During the COVID-19 outbreak, Yan visited many private enterprises to learn about their situations and provided suggestions. She organized nearly 100 lectures and compiled preferential policies for private enterprises. Yan also cooperated with various banks to help enterprises overcome difficulties.
Putting forward proposals is an important way to fulfill the duties and functions of a CPPCC member, as well as a key channel by which to reflect on people's livelihoods.
Based on her professional work and surveys, Yan has submitted 15 proposals that have been adopted by relevant ministries.
As a bridge connecting the private economy and government, Yan has put forward 22 group proposals on technological innovation, the digital economy and the coordinated development of the Beijing-Tianjin-Hebei region. She has won the Excellent Proposal Award of the All-China Federation of Industry and Commerce for three consecutive years.
Gathering the power of private enterprises for common prosperity
For many years, private enterprises have shouldered the responsibility of targeted poverty alleviation, investing resources of human, material, finance and intelligence.
Yan said that since 2021, many private enterprises have been involved in the country's rural vitalization. "In the process of promoting common prosperity, private enterprises should not be absent," she added.
As deputy head of the Beijing support cooperation leading group, Yan has led private enterprises in Beijing to become involved in poverty alleviation and common prosperity.
Over the years, she has led the city's teams to provide support in provincial regions like Qinghai, Tibet, Inner Mongolia, Hebei, Hubei and Liaoning as well as Shanxi and Jiangxi, visiting impoverished households, investigating plants, organizing matchmaking private enterprises' investments, and showing concern for local people's lives.
In order to consolidate the fruits of poverty alleviation and push forward rural vitalization, the Beijing Municipal Federation of Industry and Commerce has dispatched many staff members to provide support in Tibet, Xinjiang and Inner Mongolia, in order to attract capital and projects and deepen industrial cooperation with intelligent resource and advanced ideas under the initiative of Yan.
"I will continue to adhere to a people-centered philosophy to understand their situation and concerns, and fulfill my duties and responsibilities actively with a sense of mission," Yan said, stressing that she will help entrepreneurs in the private sector improve their ideological understanding, strengthen their confidence in development, actively contribute to society, and better root themselves in the soil of the socialist market economy to promote common prosperity.
