Consultation meeting promotes coordinated development of Beijing-Tianjin-Hebei region

The Committee on Proposals of the National Committee of the Chinese People's Political Consultative Conference held a consultation meeting on Nov 8, discussing how to enact key proposals to achieve the coordinated development of the Beijing-Tianjin-Hebei region.

Six proposals submitted by Zang Xianfu, Cao Xuetao, Zhou Jianping and Wu Yiqing, all are members of the CPPCC National Committee, as well as the Central Committee of the China Association for Promoting Democracy and the Central Committee of the Chinese Peasants and Workers Democratic Party, were among the 76 key proposals selected by the Chairperson's Council Meeting of the CPPCC National Committee. The CPPCC members and the central committees of non-Communist parties put forward a total of 19 proposals concerning the coordinated development of the Beijing-Tianjin-Hebei region during the fifth session of the 13th CPPCC National Committee, held in Beijing in March.

Zang, vice-chairman of the Committee on Proposals of the CPPCC National Committee, said that the proposals called for efforts to improve the policy system and realize a closer system and mechanism coordination in the Beijing-Tianjin-Hebei region. He went on to say that these proposals called for accelerating the development of advanced manufacturing clusters to promote the integrated development of industrial chains and innovation chains, and enhancing the integrated planning of eco-environmental protection in the region.

He pointed out that the proposals were directed against key and difficult issues hindering the coordinated development of Beijing, Tianjin and Hebei.

Participants in the meeting called for joint efforts to ensure the effective handling of the proposals to make new breakthroughs and greater achievements in the coordinated development of the Beijing-Tianjin-Hebei region during the 14th Five-Year Plan period (2021-25).

Zhou, director of the Beijing Municipal Forestry and Parks Bureau and the Office of the Beijing Greening Commission, introduced the background of the proposals and explained the suggestions in detail.

Heads of the units responsible for handling the proposals, including the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment, and the Ministry of Transport, introduced their progress in handling of the proposals.

Members of the CPPCC National Committee and leaders of the execution units of the proposals held in-depth consultations and exchanges on how to improve the quality of service, unlock barriers between local systems and mechanisms, improve talent incentive policies, and better coordinate work for grassroots units in the Beijing-Tianjin-Hebei region.

In conclusion, Li Zhiyong, chairman of the Committee on Proposals, noted that the coordinated development of the Beijing-Tianjin-Hebei region has been a major national strategy. The report to the 20th CPC National Congress has charted the course and provided fundamental guidelines to achieve the region's coordinated development.

Li said that consultative democracy must be practiced in the whole process of the CPPCC proposal work and he hopes that all execution departments would make good use of the feasible proposals and ensure they are implemented, with sound outcomes.
