Li Bin leads survey on black soil conservation in Heilongjiang

Li Bin, vice-chairperson and secretary-general of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), headed a team of the Committee on Population, Resources and Environment of the CPPCC National Committee to conduct a democratic oversight survey on black soil conservation in Northeast China's Heilongjiang province, from Aug 25 to 28.

In Fuyuan, Jiansanjiang, Fujin and Huachuan, the team visited demonstration areas for black soil conservation, soil erosion management projects and technical centers of smart agriculture, and talked with agricultural and irrigation experts, as well as grassroots workers, on the progress made by the province in black soil conservation.

At a symposium held after the survey, the survey team was briefed on the efforts made by Heilongjiang to strengthen black soil conservation and conducted exchanges with local officials and experts.

In her speech, Li said that Heilongjiang has attached great importance to black soil conservation to ensure national food security, and has made noticeable progress in the implementation of the national food crop production strategy, focusing on farmland management and technological application.

She urged the province to fully recognize the importance of black soil conservation, strengthen its sense of mission and obligation, adhere to problem-solving and target-oriented approaches, strengthen the publicity and implementation of the law on black soil conservation, advance policy coordination, adopt comprehensive measures to deal with soil erosion, promote technological and institutional innovation, and explore development paths for modern agriculture.

Li noted that the CPPCC should make full use of its functions, carry out more surveys and provide valuable proposals to promote black soil conservation.

The Committee on Population, Resources and Environment is scheduled to conduct democratic supervision over black soil conservation for five consecutive years during the country's 14th Five-Year Plan (2021-25) period.
