CPPCC briefing session focuses on 'double reduction' progress

The Chinese People's Political Consultative Conference (CPPCC) National Committee convened its 36th briefing session on issues of major concerns in Beijing on June 28, focusing on the implementation of the "double reduction" policy to reduce students' extracurricular tutoring and homework burdens.

Vice-Minister of Education Zheng Fuzhi briefed the attendees on the progress of the "double reduction" policy, saying that progress has been made in cooling down the fever of after-school tutoring courses and enhancing the quality of teaching and learning in the classroom.

He noted that there were still problems, such as reappearance of extracurricular tutoring and homework burdens and covert after-school academic tutoring.

Zheng urged strengthening the management of non-academic tutoring institutions and cracking down on malicious price increases and dumping of courses, stressing that efforts should be made to promote the overall reform of elementary education and the high-quality and balanced development of compulsory education.

The Ministry of Education (MOE) will improve the monitoring system for tutoring institutions, prevent and defuse risks through continuous and thorough investigations.

Pu Chun, deputy head of the State Administration for Market Regulation (SAMR), said the administration would cooperate with education authorities to carry out the "double reduction" policy and investigate and deal with violations in the registration, pricing, and fair competition of for-profit non-academic tutoring institutions.

The CPPCC members and officials from the MOE and the SAMR exchanged ideas on a wide range of topics, including expanding supervision channels for online tutoring and reforming the evaluation system of college and senior middle school entrance examinations.
